Proprietor and Master Chef Zhen Huang studied with Jin De Haung, who was the head cook for the Chinese Embassy in Washington, DC. Zhen Huang studied nutrition at the Official School of Medicine in Fujian, China. He apprenticed under Jin De Huang at the first Food Chow City, which was opened in New York City.

Food Chow City III is one of eighteen restaurants run by members of the same family. The family has a tradition of excellence in Chinese culinary arts stretching back hundreds of years.
